Dover is a county seat of Strafford County, in the Boston-Cambridge-Quincy metro area. Dover lies between the Bellamy and Cochecho rivers. Dover covers a total area of 75.2 km² (29.0 mi²) of which 69.2 km² (26.7 mi²) is land and 6.1 km² (2.3 mi²) of it is water.

Dover is drained by the Cochecho and Bellamy rivers. The highest point in Dover is Long Hill, at an elevation of 300 feet (91 meters) above sea level and located 3 miles northwest of the city center.
